  • Maintains thorough familiarity with plans, drawings, specifications, regulations, contractor’s schedule and plan, safety standards and regulations, approved working drawings, track industry quality standards and codes, in order to evaluate the contractor’s performance with respect there to and recognize with a probable change to site conditions exists.
  • Assigns duties and works schedules, on a daily basis, to Construction Inspectors, including briefing Inspectors on the latest directives, drawings, schedule plans, expected rates of production, and amount of work to be completed; interpretation of specifications, claims, and pending change orders; coordination of support agencies and activities; resolution of problems previously noted by Inspectors; and agreements between the Authority Representative and contractor.
  • Instructs Inspectors on what has to be inspected, how the results are to be recorded, how to handle problems encountered on-the-job, how to perform 'quality' inspections, and how other contracts/ third-party work or activities interface with the assigned contract(s).
  • Coordinates actual and planned work schedules among contractors whose work affects the work of the one or more other contractors.
  • Disseminates changes in work schedules and progress information to all concerned parties.
  • Makes random checks of construction inspectors work to ensure all assignments are properly executed, and that the reports are complete and reflect actual progress of construction.
  • Prepares cost estimates for minor changes relating to contract work in areas of expertise; performs research in areas of expertise in support of negotiations, Authority Representative Correspondence, Final Decisions, Finding of Fact, Authority Representative packages/ recommendations for changes over $50,000, construction schedule evaluations, and similar matters.
  • Serves as WMATA escort for field inspection teams through job site(s) and Bus/Rail operating facilities; prepares draft letters for the Authority Representative relative to matters of technical expertise.
  • Develops and implements solutions to 'form and fit' problems encountered in the field.
  • Records solution(s) and exact resources consumed by the contractor in achieving the 'form and fit' correction.
  • Conducts spot checks to determine quantities of material installed (to evaluate correctness of contractor payment requests reflecting those installations); checks reports (Inspector Daily Report) received from Construction Inspectors and (Escort Daily/ Report) received for completeness and adherence to instructions.
  • Uses electronic tools (including but not limited to digital camera, laptop, radio, cell phone) in the performance of duties.
  • Use General Orders Track Rights System (GOTRS) solftware program for requesting switch orders, track rights, sponsor or piggyback on Revenue Service Adjustment (RSA) shutdowns that can be single track, or total shutdown of a portion of a rail line, non wayside rights, submit Site Specific Work Plans (SSWP).
  • Request support crews and equipment from various WMATA department using the Maxtrac software program.
  • Coordinate the badging of augmented staff and general contractors and subcontractors in our PeopleSoft software program.
  • Request Contractor Railway Worker Protection Training (CRWP) from our Safety Dept and send out to the contractors and put into a database to have the contractor retake each year until the contract is completed.
  • Do project closeout to include final Signicant Completion inspections (SCI), obtain, review, approve As Built documents from the contractors.
