• Advocated for the MTA on federal transportation issues.
• Analyzed and interpreted legislation and federal initiatives relevant to rail and transit and their impact on Maryland.
• Served as a liaison with impacted communities and transit advocates to address freight, public transport, mobility and access concerns.
• Served as the MTA’s lead on all federal legislative matters. Provided policy guidance and development on federal issues and efforts leading to the reauthorization of surface transportation law.
• Represented MTA on the Legislative Committee of the American Public Transportation Association, the New Starts Working Group, the States for Passenger Rail Coalition, and the AASHTO Standing Committee on Rail Transport.

• Appointed by United States President William J. Clinton to serve as the primary National Highway Traffic Safety Administration (NHTSA) liaison to the Office of the Secretary of the Department of Transportation and Chief Aide to NHTSA leadership.
• Directed staff in the implementation of highway safety community events, speeches and press conferences.
• Led policy initiatives critical to the NHTSA, including presentations to the Secretary on safety campaigns.
• Reviewed and drafted speeches on behalf of NHTSA leadership. Provided oversight and coordinated the review and release of grants, contracts and cooperative agreements.
• Managed international projects including, the Secretary’s Africa Initiative.
• Led the effort on global road safety in conjunction with World Bank, World Health Organization and other NGO’s.
• Advocated for the first Global Road Safety Summit.
• Drafted weekly reports for the Department and the White House.

• Served as chief aide to the United States Maritime Administration’s (USMA) Deputy Maritime Administrator. Responsible for developing recommendations and proposals on key USMA issues.
• Led the development of the Strategic Plan and Interagency Workgroup for Dredging Task Force.
• Provided regular analyses of administrative and managerial processes.

• Served as primary personnel search manager for all transportation-related positions.
• Responsible for all aspects of the candidate selection process and recommendations to the President for sub-cabinet positions for numerous federal departments and agencies, including the Department of Transportation and its' modal administrations and commissions, the Department of Agriculture, the Department of Defense, the National Security Council and the Central Intelligence Agency.

• Developed and implemented grassroots training / organizing and legislative / political development for two major trade unions. Served as political and legislative field organizer.

Provided constituent services, coordinated with federal, state, and local officials, community leaders and activists on issues including land use and planning and zoning disputes.

Major Projects Manager & Purple Line Project Manager

Represents the Department in internal and external matters and serves as County’s lead and principal liaison for state transit and highway projects in Prince George’s County, as well as, chief liaison to the regional planning agencies.

Critical duties include, but not limited to:

• Overseeing the development, writing and advance of the County’s Annual Transportation Priority Letter to the Maryland Department of Transportation (MDOT).
• Appointed by the Office of the County Executive’s as the County’s designated Project Manager for the Maryland Purple Line Light Rail Project. Represents the County on all facets of the Project, as well as, coordinating the response on all programmatic submittals.
• Leading County response and effort on the Virginia Department of Transportation (VDOT) Southside Express Lane (SEL) Study
• County Representative on the Washington Council of Governments (MWCOG) Transportation Planning Board (TPB).
• Appointed to serve as 2025 Technical Committee Chair for the TPB.
• Leads County's contributions to the update of the TPB Visualize 2050 (the National Capital Region's Long Range Transportation Plan and the Transportation Improvement Program.
• Advise Departmental and County leadership on pivotal regional issues.
• County lead on the Maryland Transit Administration (MTA) Southern Maryland Rapid Transit Project (SMRT).
• Testifies before the Maryland General Assembly and the Prince George’s County Council on legislation pertinent to the Department and presents briefings on various issues.
• Co-chaired and oversaw MWCOG’s completion of a Transitway Study establishing the framework for a fixed guide-way network for the County.
• Continuing to advance High Capacity Transit in the County.
• Serves as the County Representative on the Regional DMV Moves Initiative to address structural funding issues for the Represent the Department in internal and external matters for the Agency, and served as County’s lead and principal liaison for state transit and highway projects in Prince George’s County.
• Served as the County bicycle and pedestrian coordinator, until the creation of a dedicated position in 2016. Created and serves as Chair of the County’s Interagency Working Group on Pedestrian and Bicycle Safety. Developed the County’s Highway Safety Plan in 2016. Member of the Vision Zero Prince George's Team and participated in all facets of implementation. Hired and supervised the County’s first Bicycle and Pedestrian Program Manager.
• Represents the County on federal transportation issues, drafts positions papers and advocates for the County’s transportation priorities.
• Interacts daily with the resident, citizens and elected officials on all County transportation matters, with emphasis on the County’s perspective on state projects.
• Liaises with the Maryland-National Capital Park and Planning Commission (M-NCPPC), representing the Department interests on all planning issues.
• Represents the Department at public forums, workshops, charities and community gatherings.
• Led the Development of the County’s first Urban Street Standards and Specifications.
• Serves as Department Lead on Major Economic Development projects and Transit Oriented Development (including the Largo / Blue Line Corridor, New Carrollton and etc.).
• Recipient of 2025 DPW&T Partnership Award.

Served as the Interim Chief of the Transit Finance and Operations Division and Taxi Division, while continuing to serve in the role Manager of County Major Projects.

• Oversaw the transition of the County's transit service provider contract to RaptDev (TheBus).
• Implemented pilot project of utilizing an application-based taxi on demand system.
• Oversaw the Office of Transportation budget and procurement operations, grant administration
• Oversaw the on-boarding of the County’s first Electric Vehicles Program and and its associated infrastructure.
• Managed the extension of County-based transportation services for dialysis patients to Saturdays.
• Managed the Taxi Division inspections process throughout the COVID-19 Pandemic.
• Managed a staff of seven employees.

• Provided policy analysis and development on transportation issues affecting the Northeastern region, with special emphasis on inter-city passenger rail and surface transportation.
• Evaluated, tracked and monitored federal authorizing and appropriations legislation.
• Provided policy expertise, research and assistance to the Northeastern Governors' Offices and their respective State Departments of Transportation.
• Collaborated with Congressional staff and various coalitions on the transportation priorities of the Northeastern states.
