Requested authority for obligating funding through apportionments.
1. Review Congressional funding action and previous apportionments to develop a plan for current apportionment. Depending on the account, this includes working with different category funds and the Program Office to determine their needs. Handled both discretionary and mandatory accounts during my tenure at ACF.
2. Prepare apportionment for internal OLAB and HHS review and approval.
3. Respond to any questions and made any necessary revisions prior to submitting to OMB.
Documented accounting entries by preparing load sheets for OLAB.
1. These sheets display the necessary entries for the various levels of entry into our accounting system (UFMS). The levels of entry are Budget Resource, Apportionment, Allotment and Allowance.
2. Set up new load sheet for each year based on the previous year’s load sheet.
3. Working with the Program Office, requested any new CANs required by the Program Office.
4. Enter necessary accounting entries on the new load sheet according to the approved apportionment (Budget Resource level, Apportionment level, Allotment level, Allowance level).
Entered funding transactions into the UFMS budget system accurately.
1. Follow load sheet prepared above to enter transactions.
2. Throughout the year, input necessary entries for additional funding needs or movement between allotments/allowances. Work with program office to determine needs.
Monthly Outlay Plan Exercise (MOPE)
1. On a quarterly basis, review actual account outlays as compared to expected outlays.
2. Provide current estimates for Treasury in MOPE database.
Scoring new proposals
1. Work with Program Office on new proposals they are suggesting.
2. Track decisions on which proposals, and which parts of proposals, are being accepted.
3. Develop a scoring effect of the accepted proposals on the program.

Began at Health and Human Services (HHS), Administration for Children and Families (ACF) in the Office of Legislative Affairs and Budget (OLAB). ACF’s mission is to foster health and well-being for children and families by providing federal leadership, partnership, and resources for the compassionate and effective delivery of human services. Performed in the role of Budget Formulation lead for ACF. This was a major coordination role in OLAB and involved attention to detail, excellent communication skills, and a healthy team-oriented outlook. Developed advance schedules of activities necessary to complete our goals, reviewed and suggested edits to the work being done by others, coordinated all incoming formulation requests, developed presentations related to the budget work being presented to HHS and Office of Management and Budget (OMB). This included providing technical assistance to Congressional appropriation committees.
Responsible for all formulation activities within ACF. This role included the submission of the three yearly budget submissions.
Reviewed the technical guidance provided and confirmed that our submission contained all of the relevant information.
2. Worked with OLAB leadership to develop a schedule for OLAB staff to ensure the final product was complete by the deadline.

Cross-Cutting Items:
Several times a year, ACF is required to provide budgetary information on cross cutting items to HHS/OMB. I coordinate that process. This is a summary of ACF spending across all of our programs on certain areas of high interest to Congress. Examples of these categories are: Native American spending, Autism spending and Homelessness spending.
